Europese Commissie heeft bijgewerkte Gids- en FAQ-documenten met betrekking tot de EUDR gepubliceerd, evenals de voorgestelde Gedelegeerde Handeling tot wijziging van bijlage I bij de verordening.\u00a0<\/strong><\/p>\n<p>\n<\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/div><script id=\"script-row-unique-1\" data-row=\"script-row-unique-1\" type=\"text\/javascript\" class=\"vc_controls\">UNCODE.initRow(document.getElementById(\"row-unique-1\"));<\/script><\/div><\/div><\/div><div data-parent=\"true\" van gedelegeerde verordening stelt de toevoeging van geselecteerde producten voor, zoals oploskoffie en enkele palmoliederivaten (met name zeep op basis van palmolie), en de verwijdering van leer (huiden en vellen) en gerecyclede autobanden uit bijlage I van de verordening.<\/p>\n<p>Het ontwerp verduidelijkt verder dat de volgende categorie\u00ebn buiten het toepassingsgebied van de verordening blijven:<\/p>\n<ul>\n<li>Bamboe, rotan en andere materialen van houtachtige aard;<\/li>\n<li>Verpakking voor eenmalig gebruik en verpakkingsmateriaal dat uitsluitend wordt gebruikt om een ander product te ondersteunen, te beschermen of te dragen;\n<ul>\n<li>Verpakkingsmaterialen\/containers geschikt voor herhaaldelijk gebruik;<\/li>\n<\/ul>\n<\/li>\n<li>Afgedankte, gebruikte en tweedehands producten;\n<ul>\n<li>Inclusief producten die volledig zijn gemaakt van gerecycled of teruggewonnen materiaal;<\/li>\n<\/ul>\n<\/li>\n<li>Marketing- en informatiemateriaal dat een ander product vergezelt, of dat gratis wordt verstrekt voor marketing- of informatiedoeleinden.<\/li>\n<\/ul>\n<p>Dit ontwerp van gedelegeerde handeling staat momenteel open voor publieke consultatie tot 1 juni 2026.<\/p>\n<p><b>Verduidelijking van verplichtingen voor downstreamoperators en handelaren<\/b><\/p>\n<p>Onderstroomse actoren moeten informatie verzamelen en bewaren die betrekking heeft op hun directe zakelijke partners, bijv. naam, postadres, e-mailadres, enz.; deze informatie moet buiten het EUDR-informatiesysteem worden verzameld en bewaard.<\/p>\n<p>Alleen wanneer de directe leverancier van een ondergeschikte actor een operator is, waardoor die ondergeschikte actor een <i>eerste downstream operator of handelaar,<\/i>\u00a0moeten de DDS-referentienummers van de betreffende producten ook worden verzameld en bewaard. De plicht tot het doorgeven van de referentienummers ligt bij de exploitant.<\/p>\n<p>Niet-MKB-afnemers en handelaren moeten zich nog steeds registreren in het Informatiesysteem en verifi\u00ebren dat er gepaste zorgvuldigheid is betracht voor de betreffende producten, voordat zij de betreffende producten op de markt beschikbaar stellen\/brengen.<\/p>\n<p><b>Legaliteitscriterium<\/b><\/p>\n<p>Ter ondersteuning van de naleving van artikel 9, lid 1, onder h), zal de Commissie repositories opzetten met relevante wetgeving van het productieland en met certificeringsregelingen. Exploitanten kunnen de informatie in de repositories gebruiken als basis om te bepalen of verder onderzoek en informatieverzameling nodig is.<\/p>\n<p>Er zullen twee repositories worden opgericht:<\/p>\n<ol start=\"1\">\n<li>Opsomming van relevante wetgeving van het land van productie<\/li>\n<li>Certificeringsregelingen die van toepassing zijn op EUDR-relevante grondstoffen<\/li>\n<\/ol>\n<p>De repositories zullen worden gehost op gespecialiseerde websites die de Commissie van plan is te lanceren tegen december 2026.<\/p>\n<p><b>Informatiesysteem<\/b><\/p>\n<p>Het Informatiesysteem is tijdelijk gesloten en zal in juni 2026 worden heropend (trainings- en productieomgevingen).<\/p>\n<p>De belangrijkste functionaliteiten die worden ge\u00efntroduceerd zijn:<\/p>\n<ul>\n<li>Indiening van vereenvoudigde aangiften volgens het bestaande DDS-formaat<\/li>\n<li>Registratie van rollen (bijv. niet-MKB downstream operator of handelaar)<\/li>\n<li>Mechanismen ter ondersteuning van bevoegde autoriteiten bij de analyse van geolocatiegegevens<\/li>\n<\/ul>\n<p>Updates aan het systeem zullen gedurende de zomer doorlopend plaatsvinden, en omvatten nieuwe gebruikersinstructies, begeleiding bij de verwerking van geolocatiegegevens en de beschrijving van foutcodes.<\/p>\n<\/div><div class=\"empty-space
